Arghh I voted for Sauron I wanna change that,I thought it was "who is the coolest evil guy in Tolkien's..." oh man I wanna change that now!
I would definetely vote for Morgoth since he was the most evil badass guy in Tolkien's stuff.Or perhaps equal to Ungoliante but Ungoliante again wasn't as cunning and corrupted as Morgoth was.Right?
I voted for Gollum because I loves him. No, I hates him. No, I loves him.
I voted witch king because he has no choice but to be evil as hell. Being corrupted as such, he can't bloody help it!
She desired power more than Melkor/Morgoth did, and was more powerful after draining the Wells of Varda and the trees of Valinor. But Her lust for power was nothing compared to the cunningness of Melkor/Morgoth and the depths of vileness he revelled in.
Yup that's it.
Gollum; not everyone can be an evil magician with megalomaniac tendencies, mwahahaha, but Gollum is an 'Everyman' picture of what happens when an ordinary person's character gets corrupted by addiction or something similar. I'm also chillingly impressed by the way the later Star Wars movies portray the collapse of Anakin Skywalker's character as he succumbs to the Dark Side.
I always liked Ungoliant. She seems even more chaotic and destructive than Melkor. And as much as it was kind of a living thing... Grond. I always liked the idea it was Melkor's hammer reforged to the battering ram but with a will of it's own.
The Witchking of Angmar is my choice. He looks freaking shweet! He carries a sword, and a mace. He strikes fear into the hearts of many, and I love the fact that he is Sauron's right hand man, which is usually the position that does the work, which in a way makes him the true ruler commander of Mordor's armies.
I voted for Melkor: "...a mountain that wades in the sea, and has its head above the clouds, and is clad with ice and crowned with smoke and fire, and the light of the eyes of Melkor was like a flame that withers with heat and pierces with a deadly cold."
I think Melkor wins hands down, mostly because his evil was so widespread. I think an argument could be made for some of the mortal characters, but eventually all the evil originated with Melkor. Although Bill Ferny was just enough of a bastard for me to consider him a close second
gotta be balrog, because he killed the most famous wizard ever, well... he was brought back to life but I don't count that XD
I voted for the barrow wights. There is something so fundamentally gloomy about their existence that not even the more spectacular monsters can evoke the same unease.

for the most evil either sauron or morgoth or the lich king. but for the best (and my favourite) of his evil beings, the balrogs. they are AWESOME!
