OK. This is also known as the Phial of Galadriel.

A long time ago I thought that I read somewhere that this light contained a shard from a silmaril. According to everything I know of the Silmarils and their fate I don't see how that is possible.

Any thoughts on what exactly this thing is/or is made of?

I thought it contained light from the evening star.

I do not think they contain light from the silmarils.
I know it's a bit cliché but couldn't they be made from
the light of the trees by feanor himself? I think that's the most
    probable solution to the question.
I said it before and I say it again: wish Tolkien hadn't died
before finishing the silmarillion and leaving so many questions.
But heck, we can hardly blame the fellow could we?

    I thought likewise.

The Tolkien Wiki has a good insight:
    http://www.thetolkienwiki.org/wiki.cgi?Phial__of__Galadriel

So apparently it's dervided from the light of the Silmaril that Earendil had on his ship (which was then put as a star). Galadriel collects some of the light that is given off by this 'simaril in the sky' and uses it for her phial.

Yeah, what Radagast said. So technically it was from both the star and the silmaril.
