I don't think that there is any pronunciation in ASOIAF for names in its general flow
GRRM has specified that the pronounciation of names is up to the reader, it's not Tolkien here.

Cersei for me is easy - "Sur sei"
adding that little extra i on the end rather than just "see"

Not quite I think - I pronounce 'Ny' as rhyming with 'my' so the first syllable is slightly different.
