The Extended Edition of The Two Towers features a scene with Gandalf and Aragorn having a conversation the night prior to reaching Edoras. During the talk, Gandalf describes the situation regarding Rohan and the threat of Isengard. He tells Aragorn that King Théoden's mind is enslaved and says, "It's an old device of Saruman's."
Has Saruman been known to do this kind of thing in the past? Gandalf seems to be saying, "Yeah, ol' Curumo is up to his old tricks again." What do you think?

He may have. I don't know enough to prove it right or wrong though.

Unless he used these tricks to get Isengard from the King of Gondor.
