sure. personally i like to make it fit culturally and if user in partial nudity make it equal to both genders.

I don't like it. It's why I stopped watching GoT in Season 5. It just got... tiresome.
I agree. It's fine if the nudity has a point, but in GoT, it just got gratuitous. You can tell the creators were overly reliant on it to drive viewership early on.
In moderation and when it serves the plot.
Isn't nudity unavoidable at times, when the plot so requires? It may be quite unobtrusive, especially when it is not explicit.
It’s not that it’s unavoidable. Just depends on what story you’re writing. A Song of Ice and Fire and Lord of the Rings are both high fantasy and not both include nudity despite that.
