Al Pacino's character? If he just wears normal clothes that can be bought in a store, I'd guess that would be the easiest cheapest way to get them! Try second hand stores for 70's suits etc. Otherwise you'll need to be able to sew like a tailor to make jeans, suits, t-shirts etc.

t-shirts are super easy, jeans aren't bad as long as you have a good patter and a good sewing machine, but suits are difficult. Even in the shop, we don't usually make suit-type things. We job out to a professional tailor. But really, thrifting is almost always the best option for any plain-clothes type costume.

Especially for super funky 70's gear hahahaha. My friends and I had a 70's party, and I found an awesome skinny leg (and I'm skinny!) powder blue suit, with animal print shirt, and hideous tan leather square toed shoes all for about $25. Man we had a lot of fun that night :)
