I'll go with Fingolfin and Fingon too, but I also liked Finrod.
Maglor was an interesting character.
I wouldn't classify any as 'cool', as they are far more presitigious than to deserve such a common appelation. My personal favorites, however, are either Fingolfin (I am drawn to his fiery personality), Maedhros (for much the same reason), and Beleg Cuthalion.
Sorry for using the term 'cool,' i meant no disrespect to these amazing characters. I just thought id ask, you said you liked Fingolfin for his "fiery personality" yet you don't mention Feanor as a favourite. Surely he had the most fiery personality of all ?
Indeed he did, but I didn't like his personality, his greed. However, Feanor did have many admirable traits, such as ingenuity and skill with jewels.
The three I mentioned, however, have a more valourous trait, one more honourable, I find, than of Feanor. I like Feanor, but he is not a favorite of mine.
Oh, I love Feanor. But you can't blame his greed entirely on him, it was partly Melkor's fault that he became how he did, but Im not saying Feanor is without fault. He is definenlty Arda's most interesting character, and my personal favourite.
I do really adore Idril, she's a strong female and fights for her beloved ones
I have to say Ecthelion, but Fingolfin, and the character and valour that he had to fight Morgoth... Incredible.

Feanor by a mile, I sometimes get the feeling the entire war was The Valars fault, considering how Melkor came, Attacked the White Trees and The Elves (Slaying Feanors father) right in the Valars back yard, Melkor stealing the Simarils must surely have been salt in the wound for Poor Feanor. If The Valar had marched against Melkor in the beginning there would have been far less Bloodshed. Feanor, Some say with Greed but I think more with Hurt Pride vowed revenge for the slant on him and his people with or without the Valar, however this lead to Kinslaying and leaving Fingolfin to die. I also kind of see Feanor as a Hero in that he stood up against evil and that The Elves are there own person.
I also like Feanor, Finrod is cool, but my very very favorite is Maglor. I like him because he's a singer (to me, he was the best one, not Daeron ;-)), and I really love the way Tolkien describes him walking along the shore alone, longing for the silmaril in the sea.
I think Fingolfin was the best elf in the book
Ecthelion is awsome cause he died in honor, Fingolfin is a all out bad ass
there can't be a fair debate about the coolest elf.. because everyone likes something different.
My Personal fovourite will have to be Feanor.. just because feanor is feanor..
I really can't pick one. I like turgon cuz Gondolin is awsome, and I like Feanor
oh, and I like Glorfindel because he kills the Balrog(dying in teh proccess).

Fingolfin is easily the Coolest in my opinion, he is wise, and can kick some butt when needed.
When it comes to fighting, I have to agree with most people and say Feanor, but Gondolin is also my favorite place in Beleriand, so naturally I like Turgon, its king. Also being a girl, of course I like Luthien, because she falls in love with a mortal and makes the decision to become mortal, that being the greatest of all romances in Beleriand!
Ëarendil, if you count him as an elf. He sure ends as one.
